Shusheni bei ya mafuta jamani, JK awaambia EWURA

Rais Jakaya Mrisho Kikwete amesema kuwa Serikali imeitaka Mamlaka ya Usimamizi wa Nishati, Maji na Huduma za Umma (EWURA) kuyabana makampuni ya mafuta nchini ili yateremshe bei za bidhaa hiyo, kwa sababu bei ya mafuta duniani imepungua kwa kiwango kikubwa. 

Rais ameshangaa kwa nini wafanyabiashara hao wa mafuta hawapunguzi bei ya mafuta kwa kasi ile ile waliyoyapandishia mafuta bei wakati bei ya bidhaa hiyo kwenye soko la dunia ilipokuwa imepanda sana. 

Rais alikuwa akizungumza leo, Desemba 8, 2008, kwenye Baraza la Idd kwenye Sikukuu ya Iddi El Hajji kwenye Viwanja vya Karimjee mjini Dar Es Salaam. 

Rais Kikwete alitoa ufafanuzi kuwa Waziri wa Madini na Nishati anawasiliana na EWURA kuitaka mamlaka hiyo kuwabana wafanyabiashara wa mafuta, ili kupunguza bei la mafuta kwa sababu bei hiyo imeteremka mno kwenye soko la dunia. 

“Mbona hawa wafanyabiashara hawapunguzi bei kwa kasi ile ile kama walivyokuwa wakiipandisha,” ameuliza Rais kwenye hotuba yake ambayo kwa kiasi kikubwa ilielezea matatizo ya kuyumba kwa soko ya fedha duniani, na hivyo kusababisha matatizo makubwa ya uchumi kimataifa. 

“Kama walivyokuwa hodari katika kupandisha, hivyo hivyo wanatakiwa kuwa hodari katika kuteremsha. Hodari wa kuamka mapema ni lazima awe hodari wa kukabiliana na umande,” amesisitiza Rais Kikwete. 

Bei ya mafuta nchini ilipanda kwa kasi sana kulingana na ongezeko la bei ya bidhaa hiyo kwenye soko la dunia kati ya Desemba mwaka 2005 hadi Julai mwaka huu. Bei ya pipa la mafuta ilipanda kutoka dola za Marekani 50 hadi kufikia dola 147. 

Lakini kutokana na kupungua kwa kiasi kikubwa cha mahitaji ya mafuta, hali iliyosababishwa na kuyumba kwa uchumi wa dunia kulikosababishwa na zahama kubwa katika mfumo wa fedha duniani, bei hizo zimeteremka ghafla. 

Rais Kikwete amesema kuwa katika kipindi cha miezi mitatu iliyopita, bei ya pipa moja la mafuta imeteremka kutoka dola 147 hadi kufikia dola 45, chini ya kiwango cha bei za bidhaa hiyo ilipoanza kupanda Desemba 2005. 

Rais Kikwete pia amesema kuwa pamoja na kwamba hazijaonekana dalili za dhahiri za kuyumba kwa uchumi wa Tanzania kutokana na mtikisiko katika uchumi wa dunia, lakini madhara ya mali hiyo yanaweza kuikumba Tanzania. 

“Kwa maana hiyo, masoko ya bidhaa zetu katika nchi hizo yamedhoofika. Uuzaji wa mazao yetu makubwa kama ya kahawa na pamba unaweza kuathirika. Vile vile tuna shaka kwamba tunaweza kuathirika kwenye mapato yatokanayo na utalii, ambayo sasa tunayategemea sana kwa uchumi wetu,” amesema Rais Kikwete.

Ithibati hizo zimetolewa kwa kampuni za ABACUS LTD na ACADEMIA LTD ambazo zinamilikiwa na mkurugenzi wa Macmillan Aidan Ltd.
 
Napenda kukufahamisha kuwa mgao wa pesa uliotolewa kwa mwaka wa fedha 2008/9 umelenga kuzichota pesa zote (mabilioni) za mradi huu kupitia mlengwa mtajwa na washirika wake waliomo ndani ya wizara yako. Chunguza kwa kina wakurugenzi wa makampuni hayo ni ndugu.
 
Mradi huu ulianzishwa kwa siri bila wizara kutangaza au kukaribisha ushindani wa bidhaa lengwa mpaka makampuni hayo yalipopata ithibati na mgao kupelekwa wilayani. Hii ilifanyika makusudi ili kunyima nafasi kwa mtu yoyote kushiriki. Mradi huu umejulikana baada ya halmashauri kuanza kutangaza zabuni au kuomba quotations na hivyo kutompatia mtu mwingine yoyote nafasi ya kufanya matayarisho katika kuingia kwenye ushindani. Kwani muda hautoshi na yoyote atakaye jaribu kuingia basi atakuwa amechelewa na fedha zote zitakuwa zimekwisha kombwa na mtu huyu mmoja.
 
Tunaomba wizara yako itoe taarifa ni vigezo gani vilivyo tumika kumpatia mtu mmoja nafasi kama hii ya kuzoa mabilioni na kupitia katika utaratibu upi? Pia wizara isitishe zoezi hili mapema iwezekanavyo na kutoa  nafasi ya ushindani na sio uzoaji wa fedha kifisadi kama inavyo endelea. Fanya uchunguzi wa kina kuhusiana na mmiliki huyu wa makampuni haya mawili kwani hizi taarifa sio za kukisia bali ni zenye uhakika na umakini. Tusingepanda kuona wizara yako inageuka EPA au RICHMOND.

5.        Ni kwanini barua ya muongozo imetoa nafasi ya kutumia quotation (hii ni kwasababu ya kuharakisha zoezi linaenda haraka ili kutotoa nafasi kwa mtu mwingine yoyote, tenda huchukua muda mrefu).

RAIS Jakaya Kikwete jana alihitimisha kikao cha Halmashauri Kuu ya Taifa ya Chama Cha Mapinduzi (CCM) kwa kutoa tamko lake kuhusu hatima ya kisiasa ya kada kijana wa chama hicho- Nape Nnauye.

Katika hali inayoweza kutafsiriwa kuwa ni ya kuuma na kupuliza, Kikwete, Mwenyekiti wa Taifa wa CCM, alisema uamuzi wa Baraza Kuu la Umoja wa Vijana kumvua Nape uanachama wa jumuiya hiyo, hauwezi kusababisha kada huyo apoteze sifa za kuendelea kushika nyadhifa zake nyingine ndani ya chama hicho.

Habari Tanzania Daima ilizopata, zinaeleza kuwa Rais Kikwete alitoa kauli hiyo jana baada ya vikao vya Kamati Kuu na Halmashauri Kuu ya Taifa ya CCM vilivyokutana juzi na jana, kushindwa kutoa uamuzi wowote kuhusu mapendekezo ya UVCCM kutokana na kutokuwa na taarifa rasmi kutoka katika jumuiya hiyo ya vijana.

Kwa upande wake, Kikwete alisema nyadhifa zote nyingine ambazo Nape anazishika ni za chama na si za UVCCM, hali ambayo kimsingi inamfanya aendelee kuzishikilia hata baada ya jumuiya hiyo ambayo yeye ni mwanachama kupendekeza anyang’anywe.

Katika hatua nyingine, Rais Kikwete alikaririwa akiwaeleza wajumbe wa Halmashauri Kuu ya Taifa ya CCM kwamba Nape bado alikuwa anayo nafasi ya kutoa utetezi wake katika vikao vya juu vya chama kupinga maamuzi ya UVCCM dhidi yake.

Kauli hiyo ya Rais Kikwete imetafsiriwa na baadhi ya makada wa chama hicho waliogawanyika katika makundi mawili – moja likimtetea Nape na jingine likimpinga – kutofautiana maoni kuhusu hatima ya kisiasa ya kijana huyo – mtoto wa mwanasiasa mkongwe – Moses Nnauye.

Kundi la wanasiasa linalomuunga mkono Nape, likijumuisha viongozi wa juu wastaafu na makada wengine wanaharakati wa vita ya ufisadi ndani ya chama hicho tawala, wameitafsiri kauli hiyo ya Kikwete kama inayopingana na ile iliyotolewa juzi na Katibu Mkuu wa CCM, Yussuf Makamba, kwamba kijana huyo alikuwa hana nafasi ya kupinga maamuzi ya UVCCM juu ya uanachama wake mahali pengine popote.

Kwa wale wanaompinga Nape na kuungana na maamuzi ya Baraza Kuu la UVCCM linaloongozwa na Emmanuel Nchimbi, wanaitafsiri kauli hiyo ya Kikwete kuwa ilitolewa kwa nia ya kumpoza pasipo kumsaidia kwa lolote mwanasiasa huyo kijana, ambaye ni miongoni mwa watu wanaowania kuteuliwa kugombea nafasi ya uenyekiti wa taifa wa jumuiya hiyo katika uchaguzi unaotarajiwa kufanyika mwishoni mwa mwaka huu.

Akizungumza na Tanzania Daima kwa simu kutoka Dodoma, Nape mwenyewe aliielezea kauli hiyo ya Kikwete aliyoitoa wakati yeye mwenyewe akiisikia kuwa ni ya faraja na iliyomrejeshea matumaini na imani mpya.

Nape alisema kauli hizo za Kikwete zinaendelea kumfanya aendelee kujiona kuwa yeye ni mwanachama wa UVCCM, mjumbe wa Baraza Kuu la jumuiya hiyo, Mjumbe wa NEC, ofisa katika ofisi ndogo ya Makao Makuu ya CCM Dar es Salaam na bado ni mgombea halali wa nafasi ya mwenyekiti wa UVCCM.

“Kwa hiyo, ninachoweza kusema ni kuwa nasubiri barua ya UVCCM nione inasemaje, ili nijue namna nitakavyokata rufaa, lakini nimefurahi kitu kimoja kwamba mwenyekiti anasema naweza kukata rufaa, wakati Katibu Mkuu, Makamba, alisema siwezi kukata rufaa popote. Hilo kwangu naona ni ushindi na haki imetendeka kama nilivyotarajia,” alisema Nape kwa sauti ya kujiamini.

Katika hatua nyingine pia inayoweza kuthibitisha kuwa Nape alikuwa na hoja katika malalamiko yake, Kamati Kuu ya CCM iliyokutana juzi, iliamua kuunda timu ya makada watatu kufuatilia mchakato na kufanya marekebisho katika mkataba wa ujenzi wa jengo la UVCCM.

Habari ambazo Tanzania Daima ilizipata kutoka ndani ya Kamati Kuu (CC) na baadaye kuthibitishwa na Naibu Katibu Mkuu wa CCM Zanzibar, Ferouz, zilisema timu hiyo inawajumuisha wajumbe wa Kamati Kuu – Mbunge wa Handeni, Dk. Abdallah Kigoda, Mbunge wa Bariadi Magharibi, Andrew Chenge, na Mbunge wa Viti Maalumu, Pindi Chana.

Kwa mujibu wa habari hizo, timu hiyo inatakiwa kufanya marekebisho katika kasoro zilizopo na baadaye kuwasilisha mapendekezo yake ndani ya vikao vya UVCCM vya Kamati ya Utekelezaji, Baraza Kuu kwa ajili ya kusainiwa.

Hatua hiyo ya CC kuunda timu ya kufanya marekebisho ya kasoro katika mradi huo, imepokewa na mashabiki wa Nape kuwa ni ushahidi wa kwanza wa kuwapo kwa ukweli katika madai ya kijana huyo aliyekuwa akisema kuwa mkataba huo hauna maslahi ya UVCCM na CCM kwa ujumla.

Uamuzi huo wa kuundwa kwa timu na Kamati Kuu umetafsiriwa na baadhi ya mashabiki wake kwamba unaweza kumpa fursa nzuri ya kujitetea kupinga maamuzi ya UVCCM dhidi yake.

Nape alivuliwa uanachama na Baraza la UVCCM kwa madai ya kusema uongo kuhusu mradi huo wa jengo la UVCCM na ikidaiwa kwamba kwa kuwatuhumu viongozi wa jumuiya hiyo hadharani na nje ya vikao, alikuwa amekwenda kinyume na Kanuni za 17 (C) na18 (B) za umoja huo.

Tangu Baraza Kuu la UVCCM limvue Nape uanachama, mawaziri wakuu wawili wastaafu kwa nyakati tofauti – Cleopa David Msuya na Frederick Sumaye – wamejitokeza kumtetea, wakiielezea hatua hiyo kuwa ni ya jazba na iliyochukuliwa kwa hamaki.

Tanzania produces 500 engineers annually and President Jakaya Kikwete has challenged concerned institutions to ensure the figure is doubled to cope with the country’s development goals. The President is optimistic that the country can produce 1,000 engineers annually in a few years’ time. “I am an optimist, just bring me your plans on how we can achieve that and I believe we can reach that target…we can do it in the next few years”, he said. Kikwete was addressing the 6th Annual Engineering Day [AED 2008] in Dar es Salaam yesterday when he made the challenge. The meeting was organized by the Engineering Registration Board [ERB]. He observed that the shortage of engineers in the country reflected the nation’s poverty, adding that Tanzania has a long way to go since a country like India produces 300,000 engineers annually while China produces 600,000 engineers per annum. He said he is aware that very few students opt for engineering courses and stressed the need to put more emphasis on science subjects in secondary schools. “We have to take deliberate measures to ensure more students pursue science subjects in secondary schools. Secondary education is an onerous burden and we have to invest heavily in that area”, he said.

Court rejects exhibit in Zombe trial – The High Court yesterday refused to accept as Exhibit 24, still pictures and a sketch showing places at Pande Forest where three mineral dealers and a taxi driver were allegedly brutally shot dead by the police, citing legal technicalities. Principal Judge Salum Massati upheld objections raised by advocates Majura Magafu, Denis Msafiri and Gaudious Ishengoma that the album containing the pictures was not admissible as it was not listed during committal proceedings. He rejected submissions by chief prosecutor Mugaya Mutaki that it was not necessary to list all exhibits before the case was committed to the High Court for trial – and that it would, therefore, be prejudicial to accept the pictures at the moment.

ANC thanks Tanzania for aid

– The Africa National Congress [ANC] has thanked Tanzania for the role it played in helping South Africans fight against apartheid. Tanzania provided training for South Africans during the struggle against apartheid. This was said by the ANC president Jacob Zuma while thanking President Jakaya Kikwete during dinner hosted for him at the State House in Dar es Salaam. Zuma, who led an ANC delegation, said they had come to Tanzania to borrow CCM’s experience in running party affairs.

Ministry sends team of experts to Ruvuma – The Ministry of Health and Social Welfare has sent a medical team to Mbinga District/Ruvuma Region to establish the kind of disease that has killed six pupils of Makatane Primary School. The Minister for Health and Social Welfare, Prof. David Mwakyusa, who apparently was unaware of the story, phoned the Ruvuma Regional Medical Officer to get more details. After the briefing, Mwakyusa told ‘The African’ that a team of experts had been dispatched to ascertain the disease and how to curb it. He said according to the report, the symptoms of the disease were strange since the patients were paining of headache, stomachache, and traces of blood were found in their stool.

Revealed: Up to 40% of goods sold locally are fake – Up to 40 per cent of goods on sale in Tanzania – particularly construction equipment, electronics, vehicle spare parts and some medicines – are counterfeit thus posing serious threat to the welfare of consumers and the national economy in general. “According to our study, between 20 and 40 per cent of goods in local shops were found to be counterfeit,” the director general of the Fair Competition Commission [FCC], Godfrey Mkocha, told ‘THISDAY’ in an interview in Dar es Salaam yesterday. He added: “Bringing counterfeit goods into a nascent economy like ours is just as criminal as engaging in terrorism and economic sabotage.” According to Mkocha, although the problem of counterfeit goods in the country has existed for sometime now, it was actually worse before the recent enactment of a new law prohibiting intrusion of counterfeits. He said since the new legislation started being enforced last year, the FCC has managed to impound and destroy counterfeit goods worth well over one billion shillings.

Govt extends measles vaccination until tomorrow [Pg 2] – The Ministry of Health and Social Welfare yesterday extended the measles immunization campaign to tomorrow. According to a press release issued in Dar es Salaam by the Ministry’s acting Permanent Secretary, Dr. Gilbert Mliga, the extension follows a low turnout by parents in this year’s campaign. Earlier, the campaign which was launched on August 30 in Tanga Region by the Vice President, Dr. Ali Mohamed Shein wound up as scheduled last Monday. Mlinga said that the vaccine was safe and has been used to serve the purpose for more than 30 years.

Dar police hold 22 ‘wild dog’ bandits [Pg 2] – Police in Dar es Salaam are holding 22 bandit’s alias ‘mbwa mwitu’ for robbery in different areas by using knives and grill. The Special Zone Regional Police Commander, Suleiman Kova, said yesterday that the suspects were engaged in robbery at Kichangani, Mtoni Mtongani and Temeke areas. “It is due to the police patrol search of one week, the suspects accepted the crime and four among 22 were taken to the Court”, he said.

JK’S visit to US big success [Pg 2] –

The United States Ambassador, to Tanzania Mark Green, has described President Jakaya Kikwete’s recent visit to Washington DC as a ‘tremendous success’ and has also strengthened bilateral relations between the two countries. In a statement issued yesterday, Ambassador Green, said President Kikwete and his counterpart President George Walker Bush were able to discuss important new initiatives such as improving education, health care, and agriculture related matters, especially providing local farmers with increased access to credit. The statement said that during President Kikwete’s one-week visit to the US capital, American and Tanzanian leaders announced tens of million of dollars in new initiatives to help strengthen education sector, health and economic development.

Trial of ICTR staff murder suspect likely in October [Pg 2] – The hearing of a murder trial of a Cote d’lvoire [Ivory Coast] national, Armandi Guehi, who allegedly murdered his wife nearly three years ago, Angele Kosiah Sama, an employee of the International Criminal Tribunal for Rwanda [ICTR] in the outskirts of Arusha is likely to commence next month in Moshi. The UN tribunal is trying the key suspects of the 1994 genocide, which claimed lives of approximately 800,000 ethnic Tutsis and moderate Hutus.

She asked. It was only after clarification was made to them that the three Chinese agreed to sign.

Opposition pledge for unity in polls thrown overboard [Pg 2] – Opposition parties in Ngara District/Kagera Region, have virtually backpedaled on their pledge to field one candidate in a bye-election for councilors to be held later this month. This follows removal of Jactani Meshak, a candidate for Chama cha Mapinduzi [CCM], on suspicious that he entered a girl’s dormitory in a secondary school where he had sexual relations with one of them. According to the opposition, Meshack was regarded as a formidable force in the expected elections. Causes of schoolgirl pregnancies in Kwimba laid bare [Pg 3] – The incidence of early pregnancies in schoolgirls in Kwimba District/Mwanza Region, is alarming, leading to a high number of dropouts. Major causes of the problems include low family incomes, lack of accommodation at schools and prevailing social traditional morals and customs. Others are long walking distances whereby pupils have to walk more than eight kilometres to reach school; and poor school environment. A survey conducted by ‘the Guardian’ in the district recently shows that most parents are low-income earners who cannot adequately fulfill the needs of their children.

Manual on reporting of gender issues is born [Pg 3] – Gender and Media Southern Africa-Tanzania Network [GEMSAT] on Thursday launched an institutional and capacity building manual to enable journalists to report gender issues accurately. GEMSAT director Rose Haji said in Dar es Sala that the manual would be used to provide training on gender development violence, equality, reproductive health and child abuse. It would further help in mainstreaming gender issues at the workplace. “Our goal is to enhance the capacity of journalists on reporting gender issues and at the same time ensure that the voices of women and men in all their diversity are equitably represented and fairly portrayed in the media,” she said.

Sitta discusses plight of women, children in war situations [Pg 3] – Community Development, Gender and Children minister Margaret Sitta has said that women and children are more vulnerable to sporadic civil wars in Africa. Sitta made the remakes in Bagamoyo on Monday when opening a three-day international conference on women, peace and security in Somalia. Monduli council standoff undermines community development [Pg 3] – A simmering conflict between councilors in Monduli District in Arusha Region and newly posted council director Zipora Liana will cause more harm to the community unless higher authorities make timely intervention to iron out their differences. Interviewed Monduli residents have warned. In a council meeting held recently, conflict of interest appeared to be the major reason for the misunderstanding between the antagonistic parties that led to a verbal war which drew curious wananchi to the conference hall where the fracas was talking place. Among issues which prompted the standoff was alleged misappropriation of funds set aside for development projects in the area.

Meeting on Muhimbili workers’ dues comes to premature end [Pg 4] – A meeting between the government and workers of the Muhimbili National Hospital ended prematurely on Thursday in Dar es Salaam after Health and Social Welfare permanent secretary Wilson Mukama failed to give satisfactory explanation as to when the hospital workers would get their salary arrears. Mukama was among top government officials who attended the meeting which aimed at averting a planned strike by the workers following delaying the payment of the arrears. The PS failed to assure the workers as to when they would be paid, upon which the workers shouted him down.

We’re having it very rough say residents moved from Geita mine [Pg 4] – More than 250 residents from 86 wards now occupied by Geita Gold Mine in Mwanza Region, have complained about the hard life they face after being relocated from their previous land, which is now being used for mining activities. They aired their complaints at a news conference in Dar es Salaam on Wednesday. They claimed that currently were accommodated in tents supplier by the Christian Council of Tanzania and clergymen. Speaking on behalf of other evictees, Johna Saidi said they were evicted at midnight under the supervision of Local Government authorities and the police.

Poland closes embassy in Dar without notifying Govt [Pg 4] – Poland has secretly closed down its mission in Tanzania for reasons which are yet to be known. The embassy closed its doors since last month without any notice to the public, thus causing inconvenience to both Tanzanians and Polish nationals who needed consular services. According to a Foreign Affairs and International Cooperation official who preferred anonymity, quiet closure of missions was not quite new.

Lindi RC calls on farmers to increase crop production [Pg 4] – A call has been made to farmers from the southern regions of Lindi and Mtwara to fully utilize the Dar es Salaam Lindi road by increasing production of both cash and food crops. Lindi Regional Commissioner, Saidi Mecky Sadiki, made the call recently in Lindi shortly after Infrastructure Development Permanent Secretary, Omar Chambo, had inspected various infrastructure projects in the southern regions.

Tom mshindi says in his article ‘it is regrettable but hardly surprising that Burundi, Kenya, Rwanda and Uganda must now proceed with the East African integration project without Tanzania.

The testing was accomplished in partnership with the Kali Power Company limited, which has now together developed clean and cheaper coal briquettes. Speaking to ‘the Guardian’ after the testing ceremony held recently in Dar es Salaam, AMN chairperson Luhimbo Charles said their aim was to support government’s effort to conserve the environment through the use of coal in home and industries. “We want people to stop felling trees recklessly for the pretext of getting fuel-wood. Coal briquettes will do in place of charcoal and firewood.

KAULI iliyotolewa bungeni wiki hii na Mbunge wa Kyela (CCM), Dkt. Harrison Mwakyembe kuwa mawaziri wa Zanzibar wanaoendelea kudai Zanzibar ni nchi ni watovu wa nidhamu, imezidi kuwasha moto na sasa S.M.Z imetoa tamko rasmi ikimtaka mbunge huyo si tu awaombe radhi mawaziri bali pia wananchi wote wa visiwa hivyo.

Serikali ya Mapinduzi Zanzibar (SMZ) katika ‘kupambana’ na mbunge huyo pia sasa imeibua jipya ikisema kauli ya Dkt. Mwakyembe ni sawa na uchochezi na kejeli.

Msimamo huo rasmi wa SMZ umetolewa jana na Waziri wa Nchi Ofisi ya Waziri Kiongozi. Bw. Hamza Hassan Juma aliyeweka bayana kuwa anawasilisha tamko la Serikali, alipozungumza na waandishi wa habari.

“Mheshimiwa Mwakyembe tunamheshimu sana kama ni mwanasheria…..lakini inaonesha wazi amekiuka maadili kwani matamshi aliyotoa ni kejeli kubwa kwa mawaziri wa SMZ na kusisitiza Serikali haiwezi kukaa kimya katika suala hilo,” alisema.

Hamza ambaye ni mjumbe wa Baraza la Wawakilishi kutoka jimbo la Kwamtipura, alisema mawaziri wa SMZ kamwe hawawajibiki kwa Waziri Mkuu, Bw. Mizengo Pinda wala Serikali ya Jamhuri ya Muungano wa Tanzania.

“SMZ haiwajibiki kwa Bunge…hapa kipo chombo chake cha kutunga sheria-Baraza la Wawakilishi….wadhifa wa Pinda sawa sawa na wa Waziri Kiongozi Shamsi Nahodha,” aliongeza Bw. Hamza.

Akichangia hotuba ya Wizara ya Sheria na Katiba katikati mwa wiki hii, Dkt. Mwakyembe ambaye ni mtaalamu wa sheria za katiba aliyehitimu shahada yake ya Udaktari wa Falsafa (Ph. D) kutoka Chuo Kikuu cha Hamburg, Ujerumani, alisema kitendo cha baadhi ya mawaziri wa Zanzibar kupingana na Waziri Mkuu, Bw. Mizengo Pinda ni kejeli dhidi ya kanuni ya kikatiba ya uwajibikaji wa pamoja wa mawaziri.

Naibu Waziri Kiongozi wa Zanzibar, Bw. Ali Juma Shamhuna, Mwanasheria Mkuu wa Zanzibar, Bw. Idd Pandu Hassan, baadhi ya wajumbe wa Baraza la Wawakilishi na Bunge la Muungano ni miongoni mwa wanasiasa wa Zanzibar waliokuwa wakilumbana na Bw. Pinda wakisisitiza kuwa Zanzibar ni nchi inayojitegemea.

Dkt. Mwakyembe ambaye kati ya mwaka 2001 na 2005 alikuwa mshauri wa sheria wa Chama cha Mapinduzi (CCM) NA Kamishina visiwani Zanzibar akisaidia kujenga utawala bora na kuimarisha katiba, katika mchango wake huo bungeni, alitaka viongozi hao wa Zanzibar wachukuliwe hatua kwa kubishana hadharani na Waziri Mkuu wa Muungano.

Hamza akizungumzia kauli hizo za Dkt. Mwakyembe, aliongeza kuwa wameamua kumtaka Mbunge huyo si tu kuwaomba radhi mawaziri wa Zanzibar bali kufanya hivyo kwa wananchi wote wa visiwa hivyo.

Alipoulizwa, Dkt. Mwakyembe alijibu kwa kifupi, akionekana kupuuza shinikizo hizo kwa kusisitiza kuwa hatafuta kauli yake aliyoitoa Bungeni.

Naye Naibu Spika wa Bunge, Bibi Anne Makinda alipoulizwa kuhusu kanuni za Bunge zinasemaje kuhusu shinikizo anazopewa Dkt. Mwakyembe, alimtaka mwandishi azitafute ili ajionee mwenyewe.

Kisheria, kauli inayozungumzwa Bungeni ina kinga ya kutohojiwa katika chombo chochote cha kisheria hata hivyo uamuzi wa Spika katika shauri la Reginald Mengi na Mbunge Adam Malima, pamoja na kusisitizia kinga hiyo ulielezwa kuwa mwananchi wa kawaida aliyeumizwa na kauli iliyotolewa bungeni, anaweza kuwasilisha malalamiko yake kwa Spika.

Katika hatua nyingine, wakati sakata hilo likichukua sura mpya, uchunguzi wa Majira Jumapili, umebaini kuwa pamoja na wanasiasa wa Zanzibar kushupalia kuwa visiwa hivyo ni nchi, Hati za Muungano ambazo gazeti hili limefanikiwa kuziona, zinasisitiza kuwa April 26, 1964 iliundwa nchi moja ya muungano.

Kwa mujibu wa hati hizo ambazo kwa sasa ni sehemu ya sheria iitwayo ‘The Union Between Tanganyika and Zanzibar Act (no. 22) 1964, kifungu cha 4, kinatamka bayana kuwa nchi iliyoundwa ni moja.

Kifungu hicho kinasema: ” Jamhuri ya Tanganyika na Jamhuri ya Watu wa Zanzibar, zitaungana na kuunda nchi moja; Jamhuri ya Muungano wa Tanganyika na Zanzibar’.”Baadaye jina la jamhuri hiyo lilibadilishwa na kuitwa Tanzania.

Uchunguzi zaidi umebaini kuwa utata wa Zanzibar kuwa nchi au la pia ulishatatuliwa na Mahakama ya Rufani katika hukumu yake ya Novemba 21, 2000 katika kesi ya S.M.Z. vs. Machano Khamis Ali & Others (Criminal Application no. 8 of 2000), ambapo Jaji Augustino Ramadhani katika sehemu ya hukumu hiyo alisema:

“Ni vyema tukabaini ibara hiyo (ya 103 ya katiba ya Muungano) inabainisha wazi kuwepo kwa kiongozi wa Serikali ya Mapinduzi ya Zanzibar na si Kiongozi wa Nchi ya Zanzibar ingawa Kiongozi huyo wa Serikali ya Mapinduzi anaitwa Rais.

“…Hili linafupisha mjadala na kufikisha hoja ya dhahiri kuwa Zanzibar si nchi, si tu kwa mujibu wa sheria za kimataifa bali pia hata kwa mujibu wa katiba ya Muungano.”

Raza, NRA ndio wakereketwa zaidi wa utaifa wa Zanzibar?
Na Theodatus Muchunguzi  MOJA ya matukio makubwa ya kisiasa yaliyotawala nchini ni shinikizo la maandamano tuliyoelezwa kuwa yaliandaliwa na Chama cha National Reconstruction Alliance (NRA) Zanzibar kwa ajili ya kupinga kauli iliyotolewa na Waziri Mkuu, Mizengo Pinda, kuwa Zanzibar si nchi, bali sehemu ya Jamhuri ya Muungano wa Tanzania.

Maandamano hayo awali yaliruhusiwa na polisi, lakini baadaye yalizuiliwa na kusababisha malalamiko kutoka kwa viongozi wa NRA Zanzibar, makada wa Chama Cha Mapinduzi (CCM), akiwamo mfanyabiashara maarufu, Mohamed Raza, ambaye ni Mshauri wa zamani wa Rais wa Zanzibar, Dk Salmin Amour, kuhusu mambo ya Michezo pomoja na Wazanzibari wengine.

Inasemekana malalamiko dhidi ya Jeshi la Polisi yalitokana na hasara ambayo waandaaji wa maandamano hayo waliipata. Hasara hizo ni pamoja na kuandaliwa kwa fulana zilizokuwa zimeandikwa maneno ya kudai Zanzibar.

Kuna mambo yanayopaswa kuhojiwa kuhusu nani hasa aliyekuwa nyuma ya maandalizi ya maandamano hayo. Nasema hivyo kwa sababu itakumbukwa kuwa NRA ni miongoni mwa vyama vichanga; nikimaanisha kwamba nguvu yake katika siasa za Tanzania bara na Visiwani si kubwa.

Chama hicho hakina hata kiti cha ubunge Tanzania Bara na hakijawahi kufanya vizuri katika chaguzi zote za mwaka 1995, 2000 na 2005. Safu ya uongozi na mtandao wa wanachama na wafuasi wa chama hicho ni mambo ambayo hayaeleweki vizuri.

Kwa Zanzibar, NRA hakina ngome yoyote kwa kuwa siasa za Zanzibar hakuna asiyezifahamu kwamba ni vyama viwili tu vya CCM na Chama cha wananchi (CUF) vyenye mitandao na ngome za wanachama na wafuasi, viti vya ubunge na uwakilishi pamoja na safu za uongozi madhubuti na zinazoeleweka vizuri.

Ujasiri wa NRA wa kuandaa maandamano ya Wazanzibari eti kudai nchi haukuhojiwa na mtu yeyote vikiwemo vyombo vya habari, lakini lilikuwa ni suala muhimu kulihoji kwa kuzingatia kuwa chama kichanga kama hicho, tena huko Zanzibar kuwa na ubavu wa kuandaa maandamano ya kitaifa ya kudai Zanzibar.

Baadhi ya maswali ni je, NRA ambacho ni miongoni mwa vyama vya siasa 18 nchini vyenye usajili wa kudumu lakini hakipokei ruzuku yoyote kutoka serikalini kutokana na kutokuwa na viti vya ubunge kilipata wapi fedha za kuandaa maandamano hayo ya kudai Zanzibar?

Kitu kingine ambacho kinashangaza na kinahitaji majibu ni je, baadhi ya wanachama na makada wa chama tawala CCM walijihusishaje na maandamano hayo, achilia mbali kauli zao za kupingana na Pinda kuhusiana na suala la hadhi ya Zanzibar?

Raza, ambaye katika siku za karibuni amekuwa mstari wa mbele kutoa kauli mbalimbali za kupingana na kauli ya Pinda kuhusiana na hadhi ya Zanzibar, baada ya maandamano hayo yanayoitwa ya NRA kufutwa na Jeshi la Polisi, aliitisha mkutano wa waandishi wa habari siku hiyo Jumapili na kutoa kauli za kuchochea kuvunjika kwa Muungano, akidai kuwa Zanzibar inamezwa katika Muungano huo.

Raza alikaririwa na vyombo vya habari akiwataka Wabunge wa kutoka Zanzibar warejee makwao kwa madai kuwa hawaiwakilishi Zanzibar kama nchi. Pia aliwataka wafanyakazi wa taasisi za Muungano zilizopo Tanzania Bara wakiiwakilisha Zanzibar katika serikali ya Muungano kuwa wanapaswa kurudi kwao kwa kuwa Zanzibar sio nchi.

Alikwenda mbali zaidi kwa kudai kuwa Wazanzibari wote kwa sasa ni wahaini na wataendelea kuwa wahaini hadi suala hili litakapopatiwa ufumbuzi; akiwa na maana kuwa mtu anayesema Zanzibar ni nchi anachukuliwa kuwa ni mhaini. Raza pia alidai kwamba, vikao vilivyokaa kuidhinisha kwamba Zanzibar si nchi havikuwa halali kwa kuwa havikupata ridhaa ya Wazanzibari!

Kauli hizo za Raza zinazua maswali mengi. Moja, ni kuwa ilikuwaje Raza akajitokeza kulishambulia Jeshi la polisi kwa kuyapiga marufuku maandamano hayo? Pili, ni kwa nini Raza alijitokeza siku hiyo hiyo ambayo maandamano hayo yalikuwa yamepangwa kufanyika?

Baadhi ya wasomaji walionitumia ujumbe mfupi wa simu wakidai kuwa baadhi ya makada wa CCM na vyama vingine vya siasa walikuwa nyuma ya maandalizi ya maandamano hayo ya NRA. Wengine walikwenda mbali kwa kudai kuwa ajenda kuhusu suala la hadhi ya Zanzibar imewaunganisha Wazanzibari wote bila kujali itikadi zao za kisiasa.

Wakati mjadala kuhusu hadhi ya Zanzibar ulipoanza baada ya kauli ya Pinda bungeni mjini Dodoma, serikali ya Jamhuri ya Muungano na CCM zilijiweka pembeni kukwepa malumbano na ilifikia wakati vyombo vya habari na wanasiasa kuhoji sababu za ukimya huo wa kushindwa kulitolea tamko kama chama au kauli ya rais Jakaya Kikwete.

Muda mchache kabla ya Jumapili ambayo maandamano hayo yalipangwa kufanyika, mwanasiasa mmoja mkongwe nchini kutoka CCM aliniambia kuwa: ”Kama serikali itaruhusu maandamano ya kudai Zanzibar yakafanyika, hizo zitakuwa dalili tosha za kuthibitisha kuwa mwisho wa Muungamo umefika”.

Baadaye niliposikia habari za kupigwa marufuku kwa maandamano hayo, nilipata hisia kuwa pengine watu wenye busara wamewashauri viongozi wetu kuchukua hatua hiyo, ambayo kwa wenye uwezo wa kupima mambo na kuyatafakari watakubaliana nami kuwa ingeleta athari.

Kila mtu ana haki ya kuelezea hisia na kutoa maoni yake, lakini maandamano hayo tunayoambiwa kuwa yaliandaliwa na NRA kwa ajili ya Wazanzibari kudai nchi yao yaliandaliwa bila kusubiri ahadi iliyotolewa na serikali kwamba wataalamu wa sheria wa pande zote wangekaa na kupitia mambo, zikiwemo tafsiri za kisheria zinayoonekana kusababisha utata katika suala zima la Muungano.

Ni kweli kabisa kwamba kwa kiwango kikubwa serikali zote mbili zilichelewa sana kukaa pamoja kubainisha na kujadili baadhi ya kasoro za msingi, ambazo kwa zaidi ya miaka 40 ya Muungano wa Tanganyika na Zanzibar zimekuwa zikizua utata.

Huu ndio wakati ambao agizo la Rais Jakaya Kikwete linapaswa kuwataka Waziri Mkuu na Waziri Kingozi wa Zanzibar kukutana na kujadili namna ya kumaliza kasoro zilizoko katika Muungano. Aliyekuwa Waziri Mkuu, Edward Lowassa na waziri Kiongozi, Shamsi Vuai Nahodha, walijitahidi kuanza mchakato huo lakini matunda yake hayakuonekana.

Kwa kuwa Rais Kikwete hivi karibuni alipounda upya Baraza la Mawaziri alimpa Makamu wa Rais, Dk Ali Mohamed Shein kusimamia mchakato huo, kuna matumaini makubwa ya kuondoa kasoro hizo ili kuepukana na uwezekano wa upande mmoja kukosa uvumilifu na kuona njia ya mkato ni kudai nchi kwa maandamano, ingawa hatua hiyo tafsiri yake ni uhaini.

Kauli za Raza za kuwataka Wazanzibari kuususia muungano hazijengi taifa bali zinachochea kulibomoa kwa kuwa leo hii Wazanzibari wakijitoa katika Muungano, kesho Wapemba watadai Pemba yao. Mashambulizi ya wiki iliyopita ya Russia dhidi ya Georgia iliyojitoa katika muungano wa Urusi ya zamani lakini baadaye jimbo la Ossetia nalo likajitoa Georgia ni fundisho tosha kwetu.

Kero za muungano zinawaathiri Watanzania wote na siyo upande mmoja. Kwa hiyo inashangaza sana kuona Raza na NRA wakijifanya kuwa ndiyo wakereketwa wakubwa wa hadhi na utaifa wa Zanzibar kuliko raia wengine.

MWANAMUZIKI nguli wa muziki wa reggae kutoka Afrika Kusini, Lucky Dube, alipata kuimba katika moja ya nyimbo zake kuwa, ‘If you follow politician, you will never come far,’ kwamba ukiwasikiliza na kuwafuata wanasiasa hautafika mbali. Watakuacha solemba tu. Kwa maana ya kwamba wanasiasa si watu wa kuaminika sana, wakati wote.

Kwa mfuatiliaji wa masuala ya siasa, sehemu yoyote hapa duniani, achilia mbali Tanzania, anaweza kuwa na mifano mingi tu, kuweza kuelezea na kulithibitisha hili. Wazo hili linaweza kuungwa mkono na hoja nyingine kwamba katika siasa hakuna rafiki wala adui wa kudumu.

Adui yako mkubwa leo anaweza kuwa rafiki yako mkubwa kesho na kinyume chake. Ndiyo maana mtu hapaswi kushangaa leo Wamarekani wakimsaka rafiki na kipenzi chao hapo zamani – Osama Bin Laden. Haishangazi kusikia kuwa Jonas Savimbi aliuawa baada tu ya waliokuwa wakimpa kiburi, kumsaliti kwa serikali ya Angola, si wengine nao ni hao hao Marekani.

Mlolongo unaweza kuwa mrefu, usishangae pia unapomuona ghafla, Muammar Gaddafi, rais aliyekuwa akihesabika kuwa mmoja wa adui wa nchi ya Marekani na washirika wake wa Ulaya, sasa ni mtu wao wa karibu.

Hiyo ndiyo siasa. Lakini pia hayo ni ya Musa (ughaibuni), ya Firauni (hapa nyumbani), pia yanaweza kukumbukwa na kuonekana. Wapo akina Leo Lekamwa na Augustine Mrema. Tunaweza kuwakumbuka watu kama Masumbuko Lamwai na Tambwe Hiza, tukiwataja kwa uchache tu. Historia inaonesha hivyo, haijafutika.

Halafu kuna hili na Zanzibar kuwa ni nchi au la, nalo limetufikisha katika uhalisia wa wanasiasa wetu na siasa kwa jumla. Suala limezua suala, kila mwenye uwezo wa kusema ameshasema na kunukuliwa na vyombo vya habari.

Mara nyingi kwa watu wafuatiliaji wa ‘mtifuko’ wa kisiasa Tanzania, hasa unapohusisha masuala ya Muungano kuna watu ambao hawawezi kujiuzia kulisema.

Haliwezi kupita jambo la nafasi ya Zanzibar katika Tanzania usiwasikie watu kama akina Raza, Maalim Seif Sharif Hamad na wengine (kwa siku za hivi karibuni wanavuma pia akina Shamuhuna.

Wote waliotarajiwa kupaza sauti zao katika suala hilo, ambalo chimbuko lake ni kauli ya Waziri Mkuu, Mizengo Pinda, wakati akitoa hotuba ya majumuisho ya Ofisi yake, wameshafanya hivyo.

Hilo limesababisha kuwa na ‘Muungano usio rasmi’ kati ya mahasimu wakubwa wa siasa za Zanzibar – CCM na CUF. Hiyo ndio siasa.

Jamaa sasa wanaonekana kuwa ni kitu kimoja, mtu akihisi kuwa kwa sasa hawa jamaa wanaweza hata wakakutana kwa siri na kupanga mikakati ya kuibuka na hoja za pamoja, hata kama wasipotaka kuonesha hivyo hadharani, atakuwa hakosei.

Kwamba wahafidhina na wanamageuzi wanaweza kukaa meza moja kwa suala hili na mwisho wa siku wakaongea lugha moja, ni suala ambalo linaweza kusubiri muda tu kwa jinsi wanasiasa wetu wanavyoendesha mambo kwa kubahatisha, bila kuwa na mpangilio.

Halafu, wanasiasa walivyo watu wa ajabu wenye kutaka kulazimisha kidole cha shahada kiwe sawa na cha kati kwa urefu na ukubwa. Katika hili la Zanzibar yameingizwa mambo mengi ambayo hapo awali hayakufikiriwa.

Wahusika (wanasiasa) wote wanaorusha hoja zao, vijembe vyao, jeuri yao na kupima mbavu zao katika ulingo wa siasa, hasa wakijaribu kupinga hoja ya Pinda, kwa hoja za nguvu (badala ya nguvu ya hoja). Hawataki kuwaeleza wasikilizaji wao kuwa kati ya dola, nchi, taifa kipi hasa kinagomba hapa.

Mwanasiasa yeyote makini hasa kutoka chama makini chenye kuwa na washauri wa masuala ya sheria na katiba, bila shaka angelitazamiwa kuja na hoja iliyotokana na tafakuri jadidi.

Angechambua hoja, kupitia misingi yote na hatimaye kufikia hitimisho murua, lenye mantiki na linaloeleweka akiwaacha watu wakiwa wameelewa.

Kama mtu wa kawaida hawaelezwi masuala ya namna hii kwa ufasaha bila kuangalia mtaji wa kisiasa, tunaweza kuwa na uhakika kabisa hata tuliowasikia majuzi wakiwa wamehamasika (au kuhamasishwa?) kuandamana eti kumpinga Waziri Mkuu, wakiulizwa mmoja mmoja nini hasa kilichowafanya kutaka kubeba mabango, wachache mno watakaoweza kukuambia kitu chenye mantiki kuonesha kuwa wanajua wanachokitaka.

Wanasiasa kama akina Raza, Maalim Seif au Shamuhuna (kuwataja kwa uchache), ndio wenye kuweza kuwafikia kwa urahisi zaidi wananchi wao, kuliko akina Profesa Shivji, Haroub Athuman au Mwesiga Baregu na wataalamu wengine ambao wamekuwa wakijaribu kuzielezea zana zote hizo za taifa, nchi au dola.

Wengine wanasema kuwa wanapanga kuzunguka kote visiwani eti kuzidi kuwahamasisha Wazanzibari waendelee kusimama kidete kutetea ‘nchi’ yao.

Lakini hamadi ni iliyo kibindoni, wanatafuta kuungwa mkono katika upande ambao tayari wameshachukua msimamo bila kujali kama utakuwa na maslahi kwa wananchi wote.

Unapomsikia kiongozi wa serikali, akiwa pia na kofia ya uanasiasa, anatoa kauli kumjibu mkubwa wake kuwa hizi si zama za kutishana na kubembelezana kuhusu Muungano, anafaa kutazamwa kwa macho makini.

Kwani wakati Pinda akiibua hoja ile alimtisha mtu? Mbona alipata kurudia kwa masikitiko akisema alimaanisha nini. Lakini hawa tunaowasikia wakitema cheche, hata hawafafanui msingi na maana hasa ya madai yao, tujichunge nao.

Wanaompinga Pinda, iwe vibarazani, mikutanoni, maofisini na hata katika kumbi kubwa za kuheshimika kama Baraza la Wawakilishi, wangesubiri wanasheria wafanye kazi zao kama Waziri Mkuu alivyoelekeza, wangeonekana wanabembeleza?

Maneno yasiyokuwa na mpangilio baadhi yao yamewabubujika. Badala ya kueleza suala, wanaishia ‘kutukana’, kukejeli, kurusha vijembe, kukebehi na hata kutumia ujuzi wa maneno ya Kiswahili yasiyokuwa na tija yoyote katika ujenzi wa hoja ya suala zima.

Shamuhuna amewahi kukaririwa akiibua hoja tata wakati watu walipokuwa wakisema suluhisho la mpasuko wa kisiasa Zanzibar ni serikali ya mseto. Ilibidi CCM watoe kauli kuwa hayo yalikuwa ni maoni yake binafsi. Lakini kwa hili la sasa, hatujasikia ikisemwa hivyo na chama hicho.

Kutokana na ukimya wa sasa hasa kutoka kwa watu tuliotarajia wawakemee na kuzisukumizia mbali kauli za akina Shamuhuna, tunashawishika kuamini kuwa safari hii kauli hii si ya kwake binafsi, inasukumwa au anasukumwa na wengine wengi nyuma yake.

Na kwa kuwa Shamuhuna si mtu mdogo katika CCM na serikali ya Mapinduzi Zanzibar, ukiachilia mbali Raza ambaye hatujui alitumia nguvu inayotokana na wadhifa upi kumbeza Tambwe, ukiongeza na ukimya wa ‘mabosi’, tunashindwa pia kujizuia kuamini kuwa huo ndio msimamo atakaokwenda nao katika meza ya majadiliano, Mwanasheria Mkuu wa Zanzibar.

Maalim Seif nafikiri katika hili atapaswa kuwaeleza vizuri Watanzania. Kwa sababu mbali na kushangilia hukumu ile kesi ya uhaini ya akina Machano na wenzake mwaka 2000, hivi majuzi kanukuliwa akimsihi Rais Karume atangaze mgogoro wa kikatiba katika Muungano.

Katika mkutano huo wa Kibanda Maiti, kama alivyonukuliwa, Maalim Seif alitumia muda wake akimsifia Mzee Karume, kuwa alikuwa imara asiyepata kuyumbishwa.

Kwa kauli ya namna hiyo tunaweza kusema kuwa Maalim Seif alikuwa akimkubali Karume baba. Lakini wa sasa, hajawahi kutamka hivyo.

Lakini ni Maalim Seif huyo huyo ambaye hajapata kumtambua Karume kama rais wa Zanzibar, kwa misingi ya kwamba alimnyang’anya tonge mdomoni.

Katika hili, ni vyema vyama vyote vinavyosema kuwa vinalilia ‘haki’ au ‘hadhi’ ya Zanzibar viwe na msimamo madhubuti katika makabrasha yao, kama ni katika ilani au katiba zao.

Lakini ili kuonesha kuwa wanarukia mambo, ukitazama katiba zao, itakuwa ni bahati ya mtende kukuta ‘hadhi’ ya Zanzibar imeelezwaje, kama ni dola, nchi, taifa, mkoa, au vyovyote vile. Huko ni kubahatisha mambo.

Sasa CUF imepata changamoto kubwa kutoka kwa mmoja wa wawakilishi wake, aliyeamua kujitolea kumfunga paka kengele.

Bila kutafuna maneno kasema sasa ni muda mwafaka wa chama hicho kuitambua serikali ya Rais Karume. Hakuna haja ya kuendelea kutoitambua serikali kwa muda wote huu na wakati huo huo hali halisi ikionesha kuwa wako pamoja.

Lakini katika harakati zao za kudai nchi yao, ni vizuri baadhi yetu tukaelezwa waziwazi, kuwa ni kipi wanasiasa wetu wanataka kitangulie, kumeguka kwa Muungano au kujitenga kwa Pemba na Unguja.

Kwa sababu kumekuwapo na maneno mengi hasa baada ya kuzorota (au kukwama) kwa mazungumzo ya muafaka kuwa ni bora Pemba akajitegemea, kwani imekuwa ikitengwa katika serikali ya sasa ya Karume.

Sasa hao hao ambao tumepata kuwasikia wakipaza sauti zao wakitaka Pemba iwe na serikali yake, tunawasikia wakitaka Zanzibar isibabaishwe katika Muungano na kwamba inaweza kujitoa. Wana ajenda gani hawa? Kwamba wanajua wakifanikiwa kuuvunja Muungano itakuwa rahisi kwao kukitenganisha kisiwa cha Pemba?

Mbowe afanyia sherehe kifo cha Wangwe

MWENYEKITI wa CHADEMA, Bw. Freeman Mbowe, anadaiwa kufanya hafla kubwa Afrika Kusini saa chache baada ya kupata taarifa za kifo cha Makamu wake, marehemu Chacha Wangwe.Habari zilizopatikana kutoka hoteli ya Garden Court jijini Johanesburg ilikoifanyika hafla hiyo Julai 29 mwaka huu, zilisema baada ya Mwenyekiti Mbowe kupokea taarifa za msiba, alifanya hafla ya kuwaaga wajumbe aliokuwa nao huko ili arejee nchini kwa mazishi.

“Kwanza taarifa ilipopatikana, hakututangazia mpaka tulipopata kutoka kwa vyanzo vyetu vingine ndipo tukathibitisha naye…akatuandalia hafla jioni ya siku hiyo,” kilidai chanzo cha habari hii.

Kilidai kuwa kilishangaa kuona katika mazingira yale ya majonzi, kuandaliwa hafla kubwa namna ile.

“Tulishangaa na kumuuliza kwa nini hafla ile, akatujibu kuwa alikuwa akituaga, kwani anarudi nchini kushiriki mazishi ya marehemu Wangwe,” kiliongeza chanzo hicho.

Kilidai kuwa hata wajumbe wa vyama vya siasa waliokuwa nchini humo kuhudhuria semina ya vyama vyenye wabunge Afrika, walipotaka kumchangia rambirambi, hakutaka kuipokea na badala yake kuwaambia kila mmoja ataje kiwango naye atawalipia.

“Tulitaka kumchangia fedha za rambirambi mwenzetu huyo, lakini hakuonesha nia ya kuzipokea na badala yake akatuambia kila mmoja ataje kiwango chake naye akifika Tanzania ataziwasilisha msibani,” kilidai chanzo hicho.

Wajumbe tisa kutoka Tanzania walikuwa wakiongozwa na Bw. Mbowe katika semina hiyo ya siku nne ya kujifunza jinsi Tume Huru ya Uchaguzi inavyofanya kazi nchini Afrika Kusini.

Chanzo hicho cha habari kilisema semina hiyo ilikuwa ni kwa ajili ya makatibu na naibu makatibu wa vyama vya siasa nchini, lakini walishangaa kumwona Mwenyekiti wa CHADEMA naye akishiriki.

“Yawezekana alialikwa, lakini mbona wenyeviti wenzake hawakualikwa, tulijiuliza sana lakini tukaacha mambo yaendelee hivyo hivyo,” kilidai chanzo hicho.

Pia wanasiasa hao walikutana na viongozi wa chama tawala cha Afrika Kusini cha African National Congress (ANC).

Wajumbe waliohudhuria semina hiyo ni wawili kutoka CHADEMA, wawili CCM, mmoja mmoja CUF, TLP, Tume ya Taifa ya Uchaguzi, Tume ya Haki za Binadamu na Mkurugenzi wa Kituo cha Demokrasia Tanzania (TCD).

Bw. Mbowe alipoulizwa kuhusiana na madai ya kuwaandalia tafrija baadhi ya watu aliokuwa akihudhuria nao mkutano huo, kabla ya kurejea Dar es Salaam kuhudhuria msiba wa marehemu Wangwe, alijibu:

“Hao waliokuambia ni akina nani! Waambie wakuthibitishie maana siwezi kuingia kwenye malumbano ya mambo ambayo hayakuwapo.”

Alipoulizwa ilikuwaje akahudhuria mkutano huo wakati ulikuwa ni kwa ajili ya makatibu wakuu na manaibu wao kutoka vyama vyenye wabunge, Bw. Mbowe alisema alipewa mwaliko wa kuhudhuria mkutano huo.

“Mimi nilialikwa na watu TCD kuhudhuria mkutano huo,” alisisitiza Bw. Mbowe alipozungumza na gazeti hili kwa njia ya simu.

Akizungumzia madai kuwa alikataa michango waliyotaka kutoa baadhi ya washiriki aliokuwa nao kwa ajili ya rambirambi na badala yake kudaiwa kuwataka watoe ahadi zao na akifika Dar es Salaam atawatolea, Bw. Mbowe alijibu:

“Wewe zungumza na vyanzo vyako hivyo vikuthibitishie  kama hayo yalitokea.”

Bw. Mbowe alimtaka mwandishi wa habari hizi kuwauliza watu wa Tume ya Taifa ya Uchaguzi (NEC) au CCM au TCD kama kweli hayo yalitokea au la kwa sababu nao walihudhuria mkutano huo.
